(a)The regulations in this part apply to each State-administered formula grant program of the Department.
(b)If a State-administered formula grant program does not have implementing regulations, the Secretary implements the program under the applicable statutes and, to the extent consistent with the authorizing statute, under the GEPA and the regulations in this part. For the purposes of this part, the term State-administered formula grant program means a program whose applicable statutes or implementing regulations provide a formula for allocating program funds among eligible States. \[89 FR 70334, Aug. 29, 2024\]
