§ 1602.3. Aliens and nationals.

(a)The term alien means any person who is not a citizen or national of the United States.
(b)The term national of the United States means:
(1)A citizen of the United States, or
(2)A person, though not a citizen of the United States, who owes allegiance to the United States.
