When applicants from outside the Federal service are desired, part-time vacancies may be publicized through various recruiting means, such as:
(a)Federal Job Information Centers.
(b)State Employment Offices.
(c)Broadcasting Board of Governors Vacancy Announcements.
(d)College and University Placement Offices.
