§ 171.21. Definitions.

As used in this subpart, the following definitions shall apply: Individual means a citizen or a lawful permanent resident
(LPR)of the United States. Maintain includes maintain, collect, use, or disseminate. Record means any item, collection, or grouping of information about an individual that is maintained by the Department and that contains the individual's name or the identifying number, symbol, or other identifying particular assigned to the individual, such as a fingerprint, voice print, or photograph. System of records means a group of any records under the control of the Department from which information is retrieved by the name of an individual or by some identifying number, symbol, or other identifying particular assigned to an individual.
