§ 1421.11. Party.

Party means
(a)any person:
(1)Filing a charge, petition, or request;
(2)named in a charge, complaint, petition, or request;
(3)whose intervention in a proceeding has been permitted or directed by the Board;
(4)who participated as a party
(i)in a matter that was decided by an agency head under 22 U.S.C. 4105 or
(ii)in a matter where action by the Grievance Board was taken; and
(b)the General Counsel, or the General Counsel's designated representative, in appropriate proceedings.
