This subpart implements the responsibilities of the Secretary of Labor in classifying labor surplus areas in accordance with Executive Order 12073 (Federal Procurement in Labor Surplus Areas). The Secretary of Labor has delegated responsibilities to the Assistant Secretary, Employment and Training Administration. [44 FR 1689, Jan. 5, 1979, as amended at 48 FR 15616, Apr. 12, 1983]
