This subchapter governs entitlement to and use of funds certified from the Presidential Primary Matching Payment Account under 26 U.S.C. 9031 et seq. The definitions, restrictions, liabilities and obligations imposed by this subchapter are in addition to those imposed by sections 30101-30145 of Title 52, United States Code, and regulations prescribed thereunder (11 CFR part 100 through 300).
