S. C.,[39 Stat. 746, 747](/us/stat/39/746/747).[5 U. S. C. §§ 765, 770](/us/usc/t5/s765/770). 1934 ed., title 5, secs. 767 and 770), are hereby waived in favor of George Houston, who is alleged to have sustained an injury on February 4, 1931, while employed as a rural mail carrier from the post office at Wood Lake, Minnesota, which resulted in permanent physical 53 Stat. 1468disability, and his case is authorized to be considered and acted upon Time for filing claim.under the remaining provisions of such Act, as amended, if he files a claim for compensation with the United States Employees’ Compensation Commission not later than six months after the date of *Proviso*.No prior benefits.enactment of this Act: *Provided*, That no benefits shall accrue prior to the approval of this Act.

That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, such sum or sums, amounting in the aggregate not to exceed $267.55 as may be required by the Secretary of the Navy to reimburse, under such regulations as he may prescribe, certain enlisted men or former enlisted men of the United States Navy for the value of personal effects lost in the hurricane at the Submarine Base, New London, *Proviso*.Limitation on attorney’s, etc., fees.Connecticut, on September 21, 1938: *Provided*, That no part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with these claims, and the same shall be unlawful, any contract to the contrary Penalty for violation.notwithstanding.
Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved, June 27, 1939.
