(/us/pvtl/75/648)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the SecretaryCoast Guard.Payment to certain personnel for property losses. of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the following named personnel of the United States Coast Guard, in full settlement of their claims against the United States for loss or destruction of, or damage to, personal property and effects as a result of the fire which occurred on the Connecticut Street Pier, Seattle, Washington, on June 3, 1937, as follows:
Earl K. Rhodes, lieutenant, $175; Christopher C. Knapp, lieutenant (junior grade), $358.50; Irving J. Stephens, lieutenant (junior grade), $204.90; Edgar V. Carlson, lieutenant (junior grade), $188.25; Albert J. Carpenter, lieutenant (junior grade), $281.75; Ralph D. Dean, ensign, $107; Thomas A. Ross, chief boatswain, $138.50; Emil Moen, boatswain, $50; Ellis F. Gradin, gunner, $379.30; Obey C. Scott, machinist, $40; Virgil L. McLean, pay clerk, $47.44; Joseph H. Chagnot, carpenter, $80;
Melvin J. Archambeau, chief boatswain’s mate, $8; and George Wray, chief carpenter’s mate, $58: *Provided,* That no*Proviso*.Limitation on attorney’s, etc., fees. part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this ActPenalty for violation. shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
