(/us/pvtl/75/564)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, * Lawson N. Dick.Payment to. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Lawson N. Dick, an employee in the office of the Mississippi River Commission, at Vicksburg, Mississippi, a sum equal to $60 per annum from July 1, 1928, to July 2, 1930, plus $120 per annum from July 3, 1930, to August 28, 1934, less 3½-percentum retirement deductions which shall be credited to his account in the civil-service retirement and disability fund, such sum representing additional52 Stat. 1331 compensation to which he is entitled under the provisions of the[45 Stat. 776](/us/stat/45/776); [46 Stat. 1003](/us/stat/46/1003).[5 U. S. C. § 673](/us/usc/t5/s673).
Act of May 28, 1928, known as the “Welch Act”, and the Act of July 3, 1930, known as the “Brookhart Act”: *Provided*, That no*Proviso.*Limitation on attorney’s, etc., fees. part of the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this ActPenalty for violation. shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
