C. §§ 765–770](/us/usc/t5/s/765–770). amended, the United States Employees’ Compensation Commission is hereby authorized and directed to receive and consider, if filed withinTime for filing claim. six months after the approval of this Act, the claim of Carl J.
Scheier, of Lancaster, New York, for disability alleged to have been incurred by him on the 6th day of February 1924 while in the employment of the post office at Lancaster, New York, and to determine said claim upon its merits: *Provided*, That no benefits shall accrue prior to the*Proviso.*No prior benefits. approval of this Act. Herrick, of Fitchburg, Massachusetts, the sum of $28.40 in full settlement of all claims against the United States for loss of his personal property destroyed in the fire in the barracks occupied by Company D, Fifth Regiment United States Infantry, at Camp Devens, Massachusetts, on June 21, 1926: *Provided*, That no part of*Proviso.*Limitation on attorney’s, etc., fees. the amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding.
Any person violating the provisions of this Act shall be deemed guiltyPenalty for violation. of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
