(/us/bill/75/pl/89)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Merrimack River.Essex County, Mass., may bridge, between Haverhill and Groveland. That the consent of Congress is hereby granted to the County Commissioners of Essex County, in the State of Massachusetts, and their successors and assigns, to construct, reconstruct, maintain, and operate a free highway bridge and approaches thereto across the Merrimack River between the city of Haverhill and the town of Groveland in the county of Essex, in the State of Massachusetts, at and near the locationConstruction.[34 Stat. 84](/us/stat/34/84).[33 U. S. C. §§ 491–498](/us/usc/t33/s491–498). of the existing bridge known as the Groveland Bridge, in accordance with the provisions of the Act entitled “An Act to regulate the construction of bridges over navigable waters”, approved March 23, 1906, and subject to the conditions and limitations contained in this Act.
Sec. 2. Amendment. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, May 15, 1937. Y. That the Secretary of War is authorized to lend, at his discretion, to the Veterans of Foreign Wars for use at their national encampment to be held in Buffalo and Niagara Falls, New York, from August 29 to September 1693, 1937, such tents, cots, and blankets, and other available stock out of the Army and National Guard supplies as such department may require to house properly veterans attending such encampment: *Provided,* *Proviso*.No Federal expense. That no expense shall be caused the United States Government by the delivery and return of such property, the same to be delivered at such time prior to the holding of such encampment as may be agreed upon by the Secretary of War and the Veterans of Foreign Wars: *Provided further,* That the Secretary of War, before deliveringBond. such property, shall take from such organization a good and sufficient bond for the safe return of such property in good order and condition, and the whole without expense to the United States.
