Armstrong, of Havre de Grace, Maryland, for disability alleged to have been incurred by him during June 1930, while in the employment of the Chemical Warfare Service, Edgewood Arsenal, and to determine said claim *Proviso*.No prior benefits.upon its merits under the provisions of said Act: *Provided*, That no benefits shall accrue prior to the enactment of this Act.
