That the Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Earl W. Thomas, of Minneapolis, Minnesota, the sum of $1,500 in full satisfaction of his claim against the United States for damages on account of injuries received while in the performance of his duty as an inmate of the United States Industrial Reformatory at Chilicothe,11 So in original.
Ohio, on February 6, 1931: *Provided*, That no part of the*Proviso.*Limitation on attorney’s, etc., fees. amount appropriated in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall bePenalty for violation. deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.

Kostenbader as compensation for their voluntary services in acting as postmaster at that post office from January 29, 1935, to March 31, 1935, and from April 1, 1935, to April 15, 1935, respectively.
