Operating receipts tax-exempt, if donated to State or to Los Angeles. That no Federal income tax or gift tax shall now or hereafter be imposed upon any present, past, or future members of the Xth Olympiade Committee of the Games of Los Angeles U. S. A. 1932, Limited, in respect of any surplus of moneys received by such committee from the operation of the Olympic Games in California in 1932 and donated
(1)by such committee, or any of its members, to the State of California, or
(2)by such committee, or any of its members, through the Community Development Association, Limited, to the city of Los Angeles in such State or the county of Los Angeles in such State. R. 3806](/us/bill/74/hr/3806).][[Public, No. 529](/us/bill/74/pl/529).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,District of Columbia Airport Commission; appointment, qualifications, duties, etc. That there is hereby created a commission to be known as the “District of Columbia Airport Commission” (hereinafter referred to as the “Commission”), to be composed of three Members of the United States Senate,1237to be appointed by the President of the Senate, three Members of the House of Representatives, to be appointed by the Speaker of the House of Representatives, and three persons to be appointed by the President of the United States, who because of their official positions are interested in the development of a commercial airport in the District of Columbia. No person shall serve on the Commission who has any financial interest direct or indirect in any site or sites for said airport which may be the subject of consideration. The Commission shall proceed immediately after its appointment and organization to examine all available data concerning potential sites for commercial airports and to inspect such potential sites, and shall select a site for such purpose with due regard to the cost of its acquisition and development, its safety, and its adaptability to the requirements of commercial aviation and national defense. Sec. 2. The Commission shall preserve its decision and selectionConfidential report to each House of Congress. in confidence and shall make a confidential report thereon to the President of the Senate and the Speaker of the House of Representatives, or the Secretary of the Senate and the Clerk of the House of Representatives if Congress is not in session: *Provided, however*,*Proviso*. Time limitation. That said report shall be made as soon as practicable. Sec. 3. The members of the Commission shall receive no salaryNo salary; expenses allowed. as such, but shall be reimbursed for actual expenses incurred in the discharge of official duties as such commissioners. There is herebyAppropriation authorized. authorized to be appropriated the. sum of $10,000, to be charged one-half to the moneys m the Treasury to the credit of the District of Columbia and one-half to the moneys in the Treasury not otherwise appropriated, which shall be used for carrying out the purposes of this Act, including the employment of such experts and otherEmployment of experts, etc. assistants as the Commission may deem necessary.
