That the consent of Congress is hereby granted to the Commonwealth of Pennsylvania to construct, maintain, and operate a free highway bridge and approaches thereto across the Allegheny River, at a point suitable to the interests of navigation, at or near the borough of Emlenton, and between Richland and Scrubgrass Townships, Venango County, in the Commonwealth of Pennsylvania, in accordance with the provisions Construction.Vol. 34, p. 84; [U.

C., p. 1474](/us/usc/p1474).of the Act entitled “An Act to regulate the construction of bridges over navigable waters”, approved March 23, 1906, and subject to the conditions and limitations contained in this Act. Sec. 2. Amendment. The right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, August 27, 1935.
