Graesser advanced to rank of lieutenant on retired list. That from and after the date of enactment of this Act Walter M. Graesser, lieutenant (junior grade), United States Navy, retired, shall have the rank of *Proviso*.No increase in retired pay, etc.a lieutenant on the retired list of the United States Navy: *Provided*, That the said Walter M.
