(/us/pl/72/53).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That in the expenditure War Department.Purchase of articles the growth, production, or manufacture of the United States required.of appropriations for the military and nonmilitary activities of the War Department, the Secretary of War shall, unless in his discretion the interest of the Government will not permit, purchase or contract for, within the limits of the United States, only articles of the growth, production, or manufacture of the United States, notwithstanding that such articles of the growth, production, or manufacture of the United States may cost more, if such excess of cost be not unreasonable.

R. 5064](/us/bill/72/hr/5064).][[Public, No. 54](/us/pl/72/54).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That in order to facilitate Rainy River.Bridge authorized across at Baudette, Minn.international commerce, improve the postal service, and provide for military and other purposes Vernon W.
O’Connor, of the city of Saint Paul, Ramsey County, State of Minnesota, his heirs, legal representatives, and assigns, be, and is hereby, authorized to construct, maintain, and operate a bridge and approaches thereto across the Rainy River, so far as the United States has jurisdiction over the waters of such river, at a point suitable to the interests of navigation, Construction.Vol. 34, p. 84.at or near Baudette, Minnesota, in accordance with the provisions of the Act entitled “An Act to regulate the construction of bridges over navigable waters,” approved March 23, 1906, subject to Approval of Canadian authorities.the conditions and limitations contained in this Act, and subject to the approval of the proper authorities in Canada.
Sec. 2. There is hereby conferred upon Vernon W. O’Connor, his heirs, legal representatives, and assigns, all such rights and powers to Acquisition of real estate for approaches, etc.enter upon lands and to acquire, condemn, occupy, possess, and use real estate and other property in the State of Minnesota needed for the location, construction, operation, and maintenance of such bridge and its approaches as are possessed by railroad corporations for railroad purposes or by bridge corporations for bridge purposes in the State of Minnesota upon making just compensation therefor to be ascertained and paid according to the laws of such State, and the proceedings therefor shall be the same as in the condemnation or expropriation of property for public purposes in such State.Statement of costs, etc.
The said Vernon W. O’Connor, his successors or assigns, shall within ninety days after the completion of the bridge constructed under the authority of this Act file with the Secretary of War an itemized statement under oath showing the actual original cost of 63such bridge and its approaches and appurtenances, which statement shall include any expenditures actually made for engineering and legal services; and any fees, discounts, and other expenditures actually incurred in connection with the financing thereof.
Such Investigation by Secretary of War.itemized statement of cost shall be investigated by the Secretary of War at any time within three years after the completion of such bridge, and for that purpose the said Vernon W. O’Connor, his successors or assigns, in such manner as may be deemed proper, shall make available and accessible all records connected with the construction and financing of such bridge, and the findings of the Secretary of War as to the actual cost of such bridge shall be made a part of the records of the War Department.
Sec. 3. The said Vernon W. O’Connor, his heirs, legal representatives, Toll rates.and assigns, is hereby authorized to fix and charge tolls for transit over such bridge in accordance with any laws of Minnesota applicable thereto, and the rates of toll so fixed shall be the legal rates until changed by the Secretary of War under the authority contained in the Act of March 23, 1906. Sec. 4. The right to sell, assign, transfer, and mortgage all the Right to sell, assign, etc., conferred.rights, powers, and privileges conferred by this Act is hereby granted to Vernon W.
O’Connor, his heirs, legal representatives, and assigns; and any corporation to which or any person to whom such rights, powers, and privileges may be sold, assigned, or transferred, or who shall acquire the same by mortgage foreclosure or otherwise, is hereby authorized and empowered to exercise the same as fully as though conferred herein directly upon such corporation or person. Sec. 5. The right to alter, amend, or repeal this Act is hereby Amendment, expressly reserved. Approved, March 8, 1932.
