That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay to C. B. Bellows, out of any money in the Treasury not otherwise appropriated, the sum of $1,141 in full settlement of damages sustained on January 31, 1930, at the Municipal Airport, Long Beach, California, when the hangar owned by said C.
