That in the administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers Alexander F. Sawhill, who was a member of Company C, Tenth Regiment Pennsylvania Reserves; Thirty-ninth Regiment Pennsylvania Volunteer Infantry, shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a member of that organization *Proviso*.No back pay, etc. on the 7th day of December, 1863: *Provided*, That no bounty, back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
