Refund of customs penalty. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay to the legal guardian of Hilda Barnard, out of any money in the Treasury not otherwise appropriated, the sum of $1,386.80, in reimbursement of the penalty imposed by the collector of customs and paid by said Hilda Barnard on September 6, 1929, for failure to declare articles entered in the port of New York on August 12, 1929, upon her return from Europe, when she was insane and otherwise suffering from a mental disease which rendered her incapable of understanding the nature and consequences of her action in failing to make a proper declaration.
