Emmett Hamilton Payment to, for extra mail transportation. of the United States is hereby authorized and directed to pay, out of any funds in the Treasury not otherwise appropriated, the sum of $1,500 to D. Emmett Hamilton, in full settlement for carrying additional mail on route numbered 29449, and not covered in his then existing contract with the Post Office Department, and which additional mail forced upon him by the Postmaster General caused the claimant undue financial loss and hardship.
