That the Secretary of the Treasury is authorized and directed to pay to John Stratis, out of any money in the Treasury not otherwise appropriated, the sum of $1,000, representing the face value of two Liberty bonds in the amount of $500 each, deposited by him as security for a public charge and departure bond in the sum of $1,000, executed by him on account of Vasilios Kaplandis, an alien.

That in the administration of the pension laws or any laws conferring rights, privileges, or benefits upon persons honorably discharged from the United States Navy John Heffron shall be held and considered to have served honorably as a cook (first class), United States Navy, for *Proviso*.No prior pension, etc.more than ninety days during the war with Spain: *Provided*, That no pension, pay, or bounty shall be held to have accrued by reason of this Act prior to its passage.
