CHAP. 716.— An Act Authorizing the appropriation of $2,600 for the erection of a marker or tablet at Jasper Spring, Chatham County, Georgia, to mark the spot where Sergeant William Jasper, a Revolutionary hero, fell. June 28, 1930.[[H. R. 10209](/us/bill/71/hr/10209).][[Public, No. 473](/us/pl/71/473).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the sum ofSergeant William Jasper.Sum authorized for tablet in memory of, at Jasper Spring, Ga. $2,500, or so much thereof as may be necessary, is hereby authorized to be appropriated, to be expended under the direction of the Secretary of War, for erection of a marker or tablet at Jasper Spring, Chatham County, Georgia, to mark the spot where Sergeant William Jasper, a Revolutionary hero, fell and to mark that battle field.
Sec. 2. The Secretary of War is authorized to do all things necessaryUnder Secretary of War. to accomplish said purpose, by contract or otherwise, with or without advertising, under such conditions as he may prescribe, including the engagement, by contract, of services of such architects, sculptors, artists, or firms or partnerships thereof, and other technical and professional personnel as he may deem necessary without regard to civil-service requirements and restrictions of law governing the employment and compensation of employees of the United States, and to spend in accordance with the provisions of this Act such sum of money as may be placed in his hands as a contribution additionalAdditional contributions. to the funds appropriated by Congress. 832 Sec. 3.
Plan, etc., to be approved by Fine Arts Commission. The plan and design of such tablet or marker shall be subject to the approval of the National Commission of Fine Arts. Sec. 4. Title of land for site. Maintenance. The title to the land deemed appropriate for the site shall be vested in Chatham County, Georgia, and care of the site and monument shall be without expense to the Federal Government.
