Such sum represents the value of services performed by Charles W. Byers in connection with a reward offered by the Post Office Department for the arrest and conviction of Tom McAdew Moore and George Jenkins, who participated in the burglary of the post office at Helendale, California, which reward was not paid by the Post Office Department on the ground that the appropriation out of which this would be paid had lapsed.
