CHAP. 61.— An Act For the relief of Arthur Edward Blanchard. January 29, 1931.[[H. R. 11297](/us/bill/71/hr/11297).][[Private, No. 297](/us/pvtl/71/297).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That in the administration of any laws conferring rights, privileges, or benefits Arthur Edward Blanchard. Naval record corrected. upon honorably discharged seamen of the United States Arthur Edward Blanchard, seaman, second class, shall hereafter be held and considered to have been honorably discharged from the naval service 1974of the United States as a seaman of the above rank on February *Proviso.* No back pay, etc. 21, 1921: *Provided,* That no back pay, bounty, pension, or other emolument shall accrue prior to the passage of this Act.
