CHAP. 600.— An Act For the relief of Seth J. Harris. June 24, 1930.[[H. R. 669.](/us/bill/71/hr/669)][[Private, No. 119.](/us/pvtl/71/119)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, * Seth J. Harris.Payment to, for death of wife. That the Secretary of the Treasury of the United States is hereby directed to pay, out of any money in the Treasury not otherwise appropriated, to Seth J. Harris, of Marietta, Georgia, in full settlement against the Government, the sum of $4,000, in payment of his claim growing out of the death of his wife, Lillie Harris, who was killed August 8, 1917, by the explosion of a shell fired by United States soldiers in target practice at Kennesaw Mountain, Georgia: *Provided*, That no part of the*Proviso*.Limitation on attorney’s, etc., fees. amount appropriated in this Act shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawfulExcessive, unlawful. for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisionsPenalty for violation. of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
