CHAP. 539.— An Act For the relief of Stanislaus Siemek. March 4, 1931[[S. 1412](/us/bill/71/s/1412)][[Private, No. 454](/us/pvtl/71/454)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That the sum ofStanislaus Siemek.Payment to, for personal injuries. $3,500 be, and is hereby, appropriated, out of any money in the Treasury not otherwise appropriated, to Stanislaus Siemek, of Baltimore, Maryland, in full compensation for injuries, permanent and otherwise, resulting from a driver of a United States Army truck negligently running into and upon Stanislaus Siemek while his automobile was parked on the north side of Foster Avenue, between Lakewood and Glover, on the 18th day of May, 1922, at which time the said Stanislaus Siemek was inspecting the engine of his parked automobile, and said injuries resulting from no fault of the said Stanislaus Siemek: *Provided*, That no part of the amount appropriated*Proviso*.Limitation on attorney’s, etc., fees. in this Act in excess of 10 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys,Excessive, unlawful. on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum of the amount appropriated in this Act in excess of 10 per centum thereof on account of services rendered in connection with said claim, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and uponPenalty for violation. conviction thereof shall be fined in any sum not exceeding $1,000.
