I. That the Secretary of War is authorized and directed to select a site at Manila, Philippine Islands, and to provide for the erection thereon of a suitable Approval of plans.memorial to William Howard Taft.
The design and plans of such memorial shall be approved by the National Commission on Fine Arts. Approved, January 26, 1931.
