S. Phipps.Pay to, as a de facto commissioner. of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, and in full settlement against the Government, to A.
S. Phipps, of Yerington, Nevada, the sum of $164.90 for services rendered the United States Government as a de facto commissioner of the United States District Court, at Carson City, Nevada, representing at Yerington, Nevada, after September 5, 1927. Approved, March 3, 1931.
