CHAP. 467.— An Act For the relief of Frank C. Russell. March 3, 1931[[H. R. 1605](/us/bill/71/hr/1605)][[Private, No. 426](/us/pvtl/71/426)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That in theFrank C. Russell.Military record corrected. administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers Frank C. Russell, who was a member of the Eighth Battery, Field Artillery, shall hereafter be held and considered to have been honorably discharged from the military service of the United States as a member of that organization on the 3d day of October, 1904: *Provided*, That no bounty,*Proviso*.No back pay, etc. back pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
