CHAP. 453.— Joint Resolution Authorizing an appropriation to defray the expenses of participation by the United States in the Conference on, the Limitation of the Manufacture of Narcotic Drugs to be held at Geneva, Switzerland, on May 27, 1931. That for the purpose of defraying the expenses of participation by the Government of the United States in the Conference on the Limitation of the Manufacture of Narcotic Drugs to be held at Geneva, Switzerland, on May 27, 1931, by means of delegates to be appointed by the President, an appropriation in the sum of $35,000, or so much thereof as may be necessary, to be expended under the direction of the Secretary of State, is hereby authorized for travel expenses and subsistence or per diem in lieu of subsistence (notwithstanding the provisions of any other Act), stenographic and other services by contract if deemed [R.
S., sec. 3709, p. 733](/us/rs/s3709/p733).[U. S. C., p. 1309](/us/usc/p1309).necessary without regard to section 3709 of the Revised Statutes (U. S. C., title 41, sec. 5), printing and binding, compensation of employees in the District of Columbia and elsewhere, rent of rooms, office, and typewriters, purchase of books and documents, periodicals and newspapers, official cards, entertainment, and such other expenses as the Secretary of State shall deem proper.
