CHAP. 357.— An Act For the relief of Louis J. Stroud. February 28, 1931.[[H. R. 923.](/us/bill/71/hr/923)][[Private, No. 393.](/us/pvtl/71/393)] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Louis J. Stroud.Payment to, for property damages. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay to Louis J. Stroud out of any money in the Treasury not otherwise appropriated, the sum of $170.13, on account of damage to and loss of privately owned property of the said Louis J.
Stroud, occurring as a result of an explosion and fire at the quarantine station of the United States Public Health Service at Rosebank, Staten Island, New York, on July 19, 1927: *Provided*, That payment *Proviso*.No liability. to, and the receipt by, the claimant of the sum herein appropriated shall be in full settlement of any and all claims and demands against the Government of the United States arising as a result of any loss or damage caused by said explosion or fire on July 19, 1927, as aforesaid.
