CHAP. 32.— An Act To provide books and educational supplies free of charge to pupils of the public schools of the District of Columbia. January 31, 1930.[[S. 234](/us/bill/71/s/234).][[Public, No. 41](/us/pl/71/41).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, District of Columbia.Textbooks, etc., to be furnished public school pupils free of charge. That the Board of Education of the District of Columbia shall provide pupils of the public elementary schools, public junior high schools, and public senior high schools of the District of Columbia free of charge with the use of all textbooks and other necessary educational books and supplies.
Sec. 2. To be property of District and loaned to pupils. That all books purchased by the Board of Education shall be held as property of the District of Columbia and shall be loaned to pupils under such conditions as the Board of Education may prescribe. Sec. 3. Responsibility of parents, etc. That parents and guardians of pupils shall be responsible for all books loaned to the children in their charge and shall be held liable for the full price of every such book destroyed, lost, or so damaged as to be made unfit for use by other pupils.
Sec. 4. Limitation on purchases. That the Board of Education shall purchase for use in the public schools only such books and supplies as shall have been duly recommended by the superintendent of schools and formally approved by the Board of Education. Sec. 5. Exchanges, etc., authorized. That the Board of Education, in its discretion, is authorized to make exchange or to sell books or other educational supplies which are no longer desired for school use. Sec. 6. Expenses of purchase, etc.
That the Board of Education is authorized to provide for the necessary expenses of purchase, distribution, care, and preservation of said textbooks and educational supplies out of money appropriated under authority of this Act. Sec. 7. Effective at once. That this Act shall take effect from the date of its passage. Approved, January 31, 1930.
