CHAP. 195.— An Act Authorizing the promotion on the retired list of the Navy of Stuart L. Johnson, ensign. February 14, 1931.[[H. R. 8936](/us/bill/71/hr/8936).][[Private, No. 335](/us/pvtl/71/335).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the SecretaryNavy.Stuart L. Johnson may be appointed lieutenant, junior grade, retired. of the Navy be, and he is hereby, authorized and directed to promote as of September 5, 1923, to the rank of lieutenant, junior grade (retired), Stuart L.
Johnson, now ensign (retired). That hereafter the pay of this officer while on the retired list shall be computed asComputation of pay. if he had been retired in the rank of lieutenant, junior grade, September 5, 1923: *Provided*, That no back pay or allowances shall accrue*Proviso*.No back pay, etc. prior to the passage of this Act. Approved, February 14, 1931.
