That in the administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers Seymour Buckley, who served as 2025corporal in Company C, Thirteenth Regiment Connecticut Volunteer Infantry, shall hereafter be held and considered to have been discharged honorably from the military service of the United States as a corporal in said company and regiment in May, 1865: *Provided*, *Proviso.*No back pay, etc.That no bounty, back pay, or allowances shall be held as accrued prior to the passage of this Act.
