Dak.Per capita payment to, from tribal funds.of the Interior be, and he is hereby, authorized to withdraw from funds on deposit in the Treasury of the United States to the credit of the Pine Ridge Sioux Indians of South Dakota a sum sufficient to make a $10 per capita payment to said Indians, under such rules and regulations as he may prescribe.
