Payment to, for personal injuries. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Hugh Dortch of Goldsborough, North Carolina, the sum of $500. Such sum shall be in full settlement of all claims against the United States on account of injuries to the said Hugh Dortch and to an automobile driven by him, resulting from a collision, occurring in the City of New York, between such automobile and a truck owned by the United States.
