Osborne. Payment to. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the United States Treasury not otherwise appropriated, to Robert C. Osborne the sum of $2,000 in full compensation for his services rendered to the United States Government by the arrest in 1918 of Victorio Cabellero, who murdered the postmaster and robbed the United States post office at Tecate; California, on March 14, 1914, and for which crimes he was convicted of murder in the first degree and is now serving a life sentence.
