Kinsey. Credit allowed in postal accounts of, due to bank failure. That the Postmaster General be, and he is hereby, authorized and directed to credit the accounts of Jessie L. Kinsey, postmaster at Beach, North Dakota, in the sum of $476.90, due the United States on account of the loss of postal funds resulting from the failure of the First National Bank *Proviso*. Assignment of claims.of Beach, Beach, North Dakota: *Provided*, That the said Jessie L. Kinsey shall assign to the United States any and all claims she may have to dividends arising from the liquidation of said bank.
