[[S. 5453](/us/bill/70/s/5453).] [[Private, No. 453](/us/pvtl/70/453).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the DirectorEtta Pearce Fulper.
Government life insurance granted to. of the United States Veterans’ Bureau is authorized and directed to pay to Etta Pearce Fulper, widow of William H. Fulper, late second 2344lieutenant, supply officer, Second Battalion, New Jersey State Milita, the amount of his Government life-insurance policy numbered K—446185, as if such William II. Fulper had been in Federal service *Proviso*. Restriction on attorney’s fee.when such policy was issued: *Provided*, That no part of the amount appropriated in this Act in excess of $10 thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered in connection with said claim.
It shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum which in the aggregate exceeds $10 of the amount appropriated in this Act on account of services rendered in connection with said claim, any contract to the Violation a misdemeanor.contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000.
