That the Comptroller General of the United States be, and he is hereby, authorized and directed to pay to Charles Caudwell, Congleton, Cheshire, England, from any moneys in the Treasury not otherwise appropriated, the sum of $10,219.65, or so much thereof as may be required to purchase exchange not to exceed the amount of two thousand one bundled pounds sterling, in full settlement of all claims of said Charles Caudwell growing out of his purchase of ovens at London, England, in June and July, 1919.
