Carr.Military record corrected.That in the administration of any laws conferring rights, privileges, and benefits upon honorably discharged soldiers, Frederick N. Carr, who was a second lieutenant in Company L, First Regiment West Virginia Volunteer Infantry, shall hereafter be held and considered to have been honorably discharged from the military service of the United States as an officer of said company and regiment on the 4th day of February, *Proviso*.No back pay, etc.1899: *Provided*, That no pay, pension, or allowance shall be held to have accrued prior to the passage of this Act.
