That for the purpose of modernizing the United States ships Pennsylvania and Arizona, alterations and repairs to such vessels are hereby authorized at a total cost not to exceed the sum of $14,800,000, in all. The alterations to the capital ships herein authorized shall be subject to the limitations prescribed in the treaty limiting naval armaments ratified August 17, 1923. Approved, February 25, 1929.
