That section 2 of the Act entitled “An Act to provide for the submission to the Congress of preliminary plans and estimates of costs for the construction of a building for the Supreme Court of the United States,” *Ante*, p. 1067, amended.approved December 21, 1928, is amended by striking out “March 1, 1929,” and inserting in lieu thereof “the first day of the first regular session of the Seventy-first Congress.
