That in the administration of any laws conferring rights, privileges, and benefits 1710upon honorably discharged soldiers James Neal, alias James Spencer, who was a private of Company G, Thirty-fifth Regiment New Jersey Volunteer Infantry, shall hereafter be held and considered to have been discharged honorably from the military service of the United *Provisos*.No back pay, etc.States as a member of said company and regiment on the 29th day of June, 1865: *Provided*, That no back pay, pension or bounty shall be held to have accrued prior to the passage of this Act.
