That jurisdiction over and the administration and enforcement of all oil and gas leases on lands in naval petroleum reserves issued pursuant to the provisions of section 18 and sections 18
(a)of the Act approved February 25, 1920 (Forty-first Statutes at Large, page 437), entitled “An Act to promote the mining of coal, phosphate, oil, oil shale, gas, and sodium on the public domain,” are hereby transferred to the Secretary of the Navy. Approved, February 25, 1928.
