Roser.Reimbursement to. That the Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Edward C. Roser, who, while an employee of the Post Office Department, personally conducted a voluntary campaign of postal employees of the Grand Central Station, New York City, in theaters, restaurants, and other places, which resulted in the sale of war-savings stamps to the amount of $1,256,000 the sum of $737.50 as reimbursement for losses which he sustained, without negligence on his part, as a result of unavoidable mistakes incident to such sale.
