That there is hereby authorized to be appropriated not to exceed $9,000,000, to be expended by the Secretary of the Treasury, for the construction and equipment of ten Coast Guard cutters, to be designed and equipped for Coast Guard duties: *Provided*, That the equipment*Proviso*.Equipment by open competition. be bought in open competition.
