Mulloy may be appointed ensign in. President of the United States be, and he is hereby, authorized to appoint, by and with the advice and consent of the Senate, and without regard to age, Machinist Henry F.
Mulloy, United States Navy, to the grade of ensign in the regular Navy, to take rank from February 9, 1924, next after Ensign William A. Graham United States Navy. Approved, February 21, 1925.
